1. Map the current workflow

Measure incoming volume, manual handling, review time, waiting time, exceptions, and rework before introducing automation. Customer-supplied assumptions must be separated from observed results.

2. Measure control as well as speed

Track evidence coverage, abstention, approval time, exception routing, failed actions, and professional review. Faster processing is not useful if control or output quality deteriorates.

3. Report observed results

[Measured operating cost] = staff review cost + model cost + infrastructure cost + support cost
